DIY turn signal bulb swap?

I posted on the main forum but got no response, I had a hard time removing the wheel well panel cover to get to the turn signal light bulb. The manual says "loosen the two brackets", I tried to push the two "knobs" up, down, inward with fingers or quarter coins but just cannot get it to pop. Any hint would help. Thanks.

I'm sure when I replaced mine a few months back they twisted off...
