My roof spoiler is slowly peeling on the side. Does anyone know if Permatex RTV silicone would be safe to use on the window and car paint? For instance, if I am planning to remove it in the future, would it damage the window or the paint?

Would it be necessary to use 3M tape with silicone or just silicone itself to install the roof spoiler?

I'll let someone chime in on the safety on paint but it should be fine,

Use the 3M tape and the silicon to fill any ugly gaps.

Tape will hold it structually the silicone is cosmetic, unless its the adhesive type and even then I wouldn't trust it.
