California or South Carolina?

Ordered my car via Pentagon in Ramstein, GE with stateside delivery option.
Got a VIN assigned last week 5/15.

I'm active duty Navy reporting into NMC, San Diego in 2 weeks.

Two questions:

1. Will I be able to take delivery in CA and still register the car in SC (my home of record)? Or will I be forced to register in CA -responsible for CA sales tax? SC has a maximum sales tax of $300.

2. If I take delivery in Spartenburg at the PDC, will my dad be able to take delivery and participate in the PDC program? (he has my POA)

Car specs are EB, MT, Sensitech, TP, HK

1. Yes. Delivery will be to BMW of San Diego and registered/tagged in SC. My VX33955 completed production yesterday!

2. No. Military Sales does not include option to take delivery at the PDC in Upstate SC. May only be delivered to a BMW NA dealer.
