What kind of a transmission is that? Appears to be a manual, however upshifts are done by pulling towards, and downshifts are done by pushing away. Is this just a DCT with a different shifter? Or is he working a clutch with some special transmission linkage?

Sequential manual transmission, just like manual but pull back to up shift and forward to downshift, (you won't miss a gear), gumpert apollo had this transmission, usually in track cars

And you need to operate a clutch from a stop. Same goes for formula 1

Yes but typically you don't need to use it to upshift.
