Tuning potential for comp vs standard

Does the competition package m3/4 have the potential to put out higher numbers then the standard m3/4 if they both run the same setup?

That's a loaded question. In short: it depends.

The top end potential for both cars is the same. However, if you're using additive tuning such as found in common piggyback tuning box applications, the ZCP will have an advantage as it is starting with a much better factory tune, and greater top end stock power.

Once you get into flash tuning and maximizing the potential, you'll see parity between the cars.
