Is a remap needed for mods?

I was wondering if one needs an ECU remap if the a car has after market exhaust/intake. Will it compromise other mods if I don't have a remap?

A remap is not required for basic bolt on modifications such as exhaust/intake. However, one cannot realize the full performance potential of these mods without a complementing tune.
